Chairman Cruz: PIPELINE Safety Act Passage Signals Key Step Toward American Energy Dominance

WASHINGTON, D.C. – U.S. Senate Commerce Committee Chairman Ted Cruz (R-Texas) hailed the unanimous Senate passage of the bipartisan PIPELINE Safety Act of 2025. This bipartisan bill, advanced unanimously by the Senate Commerce Committee, will help the United States achieve energy dominance by ensuring the continued safe transport of American oil, gas, and other hazardous liquids.

The bill reauthorizes the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) pipeline safety program for five years. The legislation includes key measures to reduce pipeline-related fatalities and injuries, advance the development of new pipeline safety technologies, enhance safety inspections and enforcement, and promote safety education for local communities. The PIPELINE Safety Act of 2025 also requires PHMSA to update parts of its regulations to account for new pipeline materials, gases, and operating practices.

Upon passage, Chairman Cruz said: “More than 3 million miles of pipelines move oil, natural gas, and other hazardous liquids across this country each day. This bill ensures federal regulators have the right tools to oversee pipeline safety without needlessly burdening American employers. I applaud the Senate’s passage of the PIPELINE Safety Act and look forward to resolving differences with the House so we can get it to the President’s desk and keep Texas — home to millions of jobs in oil and gas — the energy capital of the world.”

Background:

Chairman Cruz introduced the PIPELINE Safety Act of 2025 alongside the Committee’s Ranking Member, Maria Cantwell (D-Wash.), and Senators Todd Young (R-Ind.) and Gary Peters (D-Mich.) in October 2025, shortly before the bill was unanimously advanced out of the Commerce Committee.
